How to Dispute a Failed ATM Withdrawal That Debited Your Account
You attempted to withdraw cash from an ATM, but the machine either did not dispense the money or dispensed less than the amount you requested — yet your bank account was still debited.
This is commonly referred to as a failed ATM transaction or dispense error.
The good news is that Nigerian banking rules provide specific timelines for reversing failed ATM transactions. The important thing is knowing which type of ATM transaction you made, how long you should wait, and when to escalate the complaint if the money is not returned.
What should happen after a failed ATM withdrawal?
The reversal timeline depends on whether you used your own bank's ATM or another bank's ATM.
According to the Central Bank of Nigeria (CBN):
On-us ATM transaction: You use your card at an ATM operated by your own bank. The reversal should be instant.
If the instant reversal fails because of a technical problem or system glitch, the bank's manual reversal should not exceed 24 hours.
Not-on-us ATM transaction: You use your card at an ATM operated by another bank. The refund should be completed within 48 hours.
These timelines apply to failed ATM transactions where your account was debited but the expected cash was not properly dispensed.
Step 1: Check your account before raising a complaint
Before assuming the transaction has permanently failed, check your bank app, USSD banking service or account statement.
Confirm:
The amount that was debited
Date and time of the transaction
Whether the ATM actually dispensed any cash
Whether a partial amount was dispensed
The ATM location
The transaction reference, if available
Take a screenshot of the debit notification or transaction details.
If the ATM displayed an error message, keep any receipt it printed.
Step 2: Report the failed withdrawal to your bank
If the money has not been automatically reversed within the applicable timeline, contact the bank that issued your card.
You can normally use channels such as:
Your bank's customer-care line
Mobile banking app
Internet banking
Email
Branch or ATM help desk
Tell the bank clearly:
"My ATM withdrawal failed, but my account was debited. I want to lodge a dispute for a failed ATM transaction."
Provide the transaction details and ask for a complaint or tracking/reference number.
The CBN requires banks to have mechanisms for handling ATM and card-related complaints. It also advises customers to report transaction errors promptly.
Step 3: Don't confuse the reversal timeline with the complaint-escalation timeline
This is where many customers become confused.
The 24-hour/48-hour period relates to the expected reversal of the failed ATM transaction.
The bank complaint escalation process is different.
If you have already lodged a complaint with your bank and the issue remains unresolved, the CBN's complaint guidance says customers should first give the financial institution the opportunity to resolve the matter. The CBN's published complaint guidance generally provides a two-week window before escalation to the Consumer Protection Department where the bank has failed to resolve the complaint.
So, don't simply wait indefinitely because the ATM failed.
Report the transaction and obtain a reference number as soon as possible.
What if the bank's self-service option fails?
Sometimes a customer may try to report the failed withdrawal through a banking app, chatbot or automated dispute system and receive an error.
Don't keep retrying indefinitely.
Instead:
Contact the bank through another official channel.
State that the self-service dispute option failed.
Provide the transaction details.
Ask the bank to manually register the complaint.
Request a complaint/reference number.
Keep screenshots showing the failed self-service attempt.
The CBN says customers should obtain evidence that they first lodged the complaint with their financial institution before escalating it.
What information should you keep?
When disputing an ATM transaction, keep as much evidence as possible.
You may need:
Account number
Transaction date and time
Amount debited
ATM location
ATM/bank name
Transaction reference
Debit alert or bank statement
ATM receipt, if available
Screenshot of the failed transaction
Complaint/reference number from your bank
Details of any communication with the bank
Never include your PIN, password or OTP in a complaint. The CBN specifically warns customers not to include PINs and passwords when submitting complaints.
What if the ATM gave you less cash than you requested?
A partial cash withdrawal is also important to report.
For example, you requested ₦100,000, your account was debited ₦100,000, but the ATM dispensed only ₦50,000.
In that situation, report the ₦50,000 cash shortfall rather than simply describing the transaction as a failed withdrawal.
Give the bank the exact amount requested, amount actually received and amount debited.
When should you escalate to the CBN?
If you have lodged the complaint with your bank and it has not been resolved within the applicable complaint timeline, you can escalate the matter to the CBN Consumer Protection Department (CPD).
The CBN says customers should first complain to their financial institution. If the institution fails to resolve the complaint within the applicable timeline, the customer can escalate the matter to the CBN.
The CBN's complaint process also requires evidence that you first complained to your bank.
You should therefore keep your:
Bank complaint reference
Transaction details
Screenshots
Correspondence with the bank
Other supporting documents
The CBN also operates a complaints portal where customers can track complaints using information such as the reference/tracking number obtained from their financial institution.
What should you write when escalating the complaint?
Keep your complaint short and factual.
Explain:
When the transaction happened
Amount requested
Amount actually dispensed
Amount debited
ATM/bank involved
When you first reported it
Your bank's complaint/reference number
Why you are escalating the complaint
Attach relevant evidence.
Do not send your banking PIN, password or OTP.
How long should you wait?
Here is the simple breakdown:
| Situation | CBN timeline |
|---|---|
| Failed withdrawal at your own bank's ATM | Instant reversal |
| Own-bank ATM instant reversal fails due to technical/system issues | Manual reversal within 24 hours |
| Failed withdrawal at another bank's ATM | Refund within 48 hours |
| Bank complaint remains unresolved | Follow the bank complaint process and escalate to CBN when the applicable escalation timeline is reached |
The CBN's ATM guidelines specifically state that failed on-us ATM transactions should be reversed instantly, with manual reversal not exceeding 24 hours where instant reversal fails; failed not-on-us ATM refunds should not exceed 48 hours.
What if the money is still missing after the stated timeline?
Don't assume the money is lost.
First, confirm that the debit has not already been reversed elsewhere in your account history.
If it has not:
Contact your bank → lodge/confirm the dispute → obtain a reference number → keep your evidence → follow up → escalate if the bank fails to resolve it within the applicable complaint timeline.
The CBN also recognises customers' right to a redress mechanism and to receive updates about the handling of their complaints.
Final safety reminder
A failed ATM withdrawal is frustrating, but don't give your ATM PIN, OTP, password or full card security information to anyone claiming they can "help process the reversal."
Use only your bank's official customer-service channels.
If someone contacts you privately and asks you to transfer money or reveal a verification code to process an ATM refund, treat it as suspicious.
The key thing to remember
Failed ATM withdrawal at your own bank's ATM → instant reversal, or manual reversal within 24 hours if the instant reversal fails.
Failed withdrawal at another bank's ATM → refund within 48 hours.
If that does not happen, formally lodge the complaint with your bank and keep the tracking number. If the bank fails to resolve the matter within the applicable complaint timeline, you can escalate it to the CBN.
